ChatGPT has moved from an experimental advertising surface to a channel European marketers can buy directly.

OpenAI announced its expansion into 31 European markets on 18 August 2026 and made self-service access through Ads Manager available across those markets on 31 August.

The list includes major advertising markets such as Germany, France, Spain, Italy, the Netherlands, Austria, Sweden, Denmark and Norway.

That creates an obvious new media opportunity.

But the more useful question is not simply whether advertisers can buy ChatGPT inventory.

It is whether the channel can be planned, measured and connected to commerce with enough discipline to justify adding another line to the media plan.

Europe now has direct access, not just early access

OpenAI initially positioned the European expansion around its Ads Solutions team, agency partners and technology partners.

Self-service changed that.

Businesses in the 31 announced European markets can now access ChatGPT Ads through Ads Manager without relying solely on managed early-access arrangements.

OpenAI says ads are shown to users on Free and Go plans. Plus, Pro and Enterprise remain ad-free.

That distinction matters when estimating potential audience rather than simply treating the total ChatGPT user base as advertising inventory.

Advertisers should also separate three different questions:

  1. Is ChatGPT Ads available in the country?
  2. Is the audience they want addressable?
  3. Can the campaign be measured against the business outcome that matters?

Availability answers only the first one.

The buying system is becoming more conventional

ChatGPT Ads is beginning to resemble an advertising platform rather than a single sponsored placement experiment.

OpenAI says the platform now supports:

  • CPM and CPC buying;
  • conversion optimisation;
  • geographic targeting;
  • custom audiences;
  • the OpenAI Pixel;
  • Conversions API;
  • third-party measurement integrations.

That gives performance teams familiar building blocks.

But familiarity can also create false confidence.

A new ad environment should not inherit benchmarks from Google Search, Meta or retail media simply because it offers comparable bidding and measurement tools.

The intent context is different.

A person comparing software, planning a trip or researching a product inside an AI conversation is not necessarily behaving like somebody clicking a search ad or scrolling a social feed.

Early tests therefore need their own baseline.

Shopify makes the commerce angle more concrete

There is now an official OpenAI ChatGPT Ads app in the Shopify App Store.

The app can connect or create a ChatGPT Ads account, sync product information from a Shopify catalogue, create campaigns from those products and set up conversion measurement.

That reduces the operational work required for ecommerce merchants to experiment with the channel.

It also makes feed quality more important.

If advertising creative and product selection are increasingly generated from catalogue information, basic merchandising data becomes part of media execution.

Before activating the channel, merchants should review:

  • product titles;
  • images;
  • availability;
  • pricing;
  • variants;
  • category classification;
  • landing-page destination;
  • return and delivery information.

Poor catalogue data is no longer just an ecommerce housekeeping issue when the same data can feed advertising systems.

Run this 20-minute European readiness check

Before moving budget into ChatGPT Ads, record the following for each market.

Check Question
Market Is ChatGPT Ads available in the target country?
Plan exposure Which ChatGPT user plans can actually receive ads?
Goal Awareness, product discovery, lead or sale?
Geography Is targeting configured at the required level?
Catalogue Are prices, availability and product information current?
Landing page Does the ad reach the most useful page?
Pixel Is browser-side measurement functioning?
CAPI Is server-side conversion measurement configured where appropriate?
Attribution Which system will be treated as the reporting source?
Baseline What result would justify a second test?

Do this before debating whether the platform is “cheap” or “expensive.”

Without an internal baseline, CPC or CPA has little context.

Do not turn early availability into an ROI claim

One of the easiest mistakes with a new advertising channel is to convert availability into effectiveness.

Those are different claims.

OpenAI has disclosed that tens of thousands of marketers have used ChatGPT Ads and that it has expanded targeting and measurement capabilities.

That does not establish a universal European CPA, ROAS or conversion benchmark.

European performance will also differ by market, language, product category, creative, price and customer intent.

NEMO would therefore treat early campaign results as account-level evidence.

In this German ecommerce account, ChatGPT Ads produced this CPA over this period and this spend.

That is defensible.

ChatGPT Ads converts better than Google in Europe.

That would require much broader evidence.

The opportunity is now measurable

The important change is that European marketers no longer need to discuss ChatGPT advertising purely as a future possibility.

The buying tools are live.

Self-service is available.

Targeting and conversion systems exist.

Shopify merchants have a direct catalogue workflow.

That makes the next phase less about platform announcements and more about disciplined testing.

The useful question for European advertisers is therefore:

What kind of commercial intent appears inside ChatGPT, and can we measure it without borrowing assumptions from older channels?

That is the question NEMO will track as European campaign data starts to accumulate.
